TRAVEL AUTHORIZATIONS - ENTRY AND EXIT OF MINORS (Disposition "DNM" No. 2656/2011)
A) ARGENTINIANS:
EXIT FROM ARGENTINA:
Written authorization (travel authorization) is required for Argentine minors under 18 years of age who do not travel accompanied by those exercising parental authority.
ENTRY TO ARGENTINA:
Written authorization (travel authorization) is required for minors under 14 years of age, regardless of nationality and entry category, who do not travel accompanied or are not awaited by those exercising parental authority.
Both parents' parentage must be proven through a Marriage Certificate with the registered birth, or Birth Certificate, or Birth Act, or Birth Certificate, or Nationality Certificate, or Passport, Judicial Adoption Testimony, or another public instrument that fully proves the invoked bond.
REQUIREMENTS FOR THE PREPARATION OF TRAVEL AUTHORIZATIONS:
1. Minors under 14 years:
a) If the minor travels alone, the authorization must include: - Destination(s) (countries). For example: Canada, United States, etc. - Personal details of the person receiving the minor.

2. Minors between 14 and 18 years:
a) If the minor travels alone, the authorization must include: - Destination(s) (countries). For example: Canada, United States, etc.

3. Authorizations granted by parents for the minor to exit in the company of either parent do not require any other requirements.

4. The procedure can be carried out before a lawyer/notary public, which requires subsequent apostille. You can check here how to apostille a Travel Authorization signed by the notary.
5. Alternatively, the procedure can be carried out in this Consular Office by appointment.
Requirements:
a) Documentation: - Original Birth Certificate of the minor apostilled. - ID or passport of the person(s) granting the Travel Authorization.
b) Complete the "Application for Procedure" form and send it by email to cgvan@cancilleria.gob.ar.
c) An appointment will be assigned via email, and a payment link for the consular fee will be sent. Check the fee amount here.
d) On the assigned appointment day for signing the Travel Authorization, the presence of the parents is necessary. The presence of the minor is not required.
IMPORTANT: In Argentina, the exercise of Parental Authority is shared. Therefore, authorization from both parents is required for the minor to travel. If parents are divorced/separated, the Civil Code also requires the express consent of both parents to authorize the minor to leave Argentina, unless a court order has granted exclusive custody to one of them. In this case, the court order granting custody must be presented, apostilled by GAC.
B) FOREIGNERS:
A) EXIT FROM ARGENTINA:
No written authorization is required for minors who are foreign residents in Argentina and are leaving the country as temporary residents (for example: as tourists).
Authorization or travel permit is required for foreign minors under 18 years of age residing in Argentina (with foreign ID), when they travel alone or accompanied by third parties who are not their parents.
B) ENTRY TO ARGENTINA:
Written authorization is required for minors under fourteen (14) years of age, regardless of nationality and entry category, who do not travel accompanied or are not awaited by those exercising parental authority.
For the purposes of the paragraph above, those exercising parental authority and consequently must accompany, await, or authorize a third person to accompany or await the minor are:
a) Regarding marital children, either parent. If they are separated de facto, divorced, or if the marriage has been annulled, the parent with custody of the minor, which must be proven by any public instrument.
b) Regarding extramarital children, either parent, unless custody has been granted to only one of them, in which case it is understood that the latter exercises parental authority, which must be proven by any public instrument.
Forms of Authorization:
The written authorization must expressly indicate that the authorizers are the father or mother of the minor, according to the verifiable documentation.
When the authorization is for a minor to travel unaccompanied, the authorization must specify the destination of the trip and the details of the person who will receive them. Likewise, it must comply with the requirements imposed by the transportation company.
When the authorization is for a minor of fourteen (14) years of age to travel accompanied by third parties of legal age, unrelated to the parents, the personal details, address, and document of the companion must be specified, along with the destination of the trip.

Bilingual travel permits or authorizations (English-Spanish) or in English and later translated into Spanish by a certified translator are accepted, as well as duly apostilled. Authorizations or travel permits for foreigners must be made with a notary public and must then be requested for apostille.
